This entry in the South Korean design competition for a Public Administration Town (pop. 20,000) was to be the first stage of a Multifunctional Administrative City (pop. 500,000) planned to be built in stages over the next fifteen years. The Sustainable Public Administration Town-as-a-Hill, or Sustainable PATH, has a dense urban fabric on the surface that integrates commercial and residential neighborhoods, an education district with schools, an arts district with a museum and library, a college district, and at the peak of the hill are the photovoltaic covered administration and government buildings. The interior of the hill has two convention centers, mass transit hubs, parking, and several industrial zones all linked by three story tall commercial gallerias, daylit through courtyards and skylights.
